Dr Eila Helena Heikkilä, International Evaluation and Education Consultant has over 20 years of professional experience in development evaluations and education-focused assignments.
She has led and managed complex evaluations as Team Leader for major international development organisations, including ADB, UNDP, UNICEF, UNESCO, the European Commission, OSCE, and the Ministry for Foreign Affairs of Finland.
Dr Heikkilä has successfully managed and led multidisciplinary and multicultural teams, ensuring robust evaluation design, rigorous implementation, effective stakeholder engagement, and the timely delivery of high-quality, evidence-based evaluation reports and recommendations.
